No. Twelve watts is a maintenance figure, not a supply figure. It offsets the small constant drain a parked vehicle makes and tops the battery back up over a bright day. Running appliances needs a much larger array or a mains hookup.
No, and that is the point of this one. The panel holds on suction cups inside a window or on the bodywork, and the lead ends in ring terminals, crocodile clips or a 12V plug. Nothing is drilled and nothing is cut into the vehicle loom.
